I didn't add the plugin to change keyboard layout. The fix this is to open up synaptic package manager under system in the menu and search for xfce4-xkb-plugin right click on it and mark it for installation, then click apply or using the terminal:
sudo apt-get install xfce4-xkb-plugin
Then right click on the panel, go down to panel, add new items, click on Keyboard layouts, then Add. A flag will appear on your panel (dont worry if you dont want it there you can right click it and select remove after you have changed the settings) right click on the flag and select properties. here you can change the keyboard layout by adding the one you want and clicking the little circle by it, when you click close the flag will change as will your keyboard layout. Sorry again the standard Xfce which is the desktop environment I use comes with no easy way of doing this, I will include the plugin for final release.
